Is this for people outside the US?

The steps use US accounts such as the 401(k) and the IRA. The system itself, paying yourself first on the day after payday, works anywhere, but the account names and rules in your country will differ.

Does it tell me what to invest in?

It explains the simple options: an all in one target date fund, or broad index funds for stocks and bonds with a common starting split based on when you need the money. It also shows examples of what those funds look like at the three largest brokerages. Those are examples, not recommendations, and the workbook does not know your situation. It is education, not financial advice.
